PRODUCT CERTIFICATION: HAR

HAR mark is the European mark representing consistent compliance with European Standards (EN) or Harmonization Documents (HD) for cables bearing HAR mark. Members of HAR Agreement are certification bodies within European Economic Area and the system is accessible to cable manufacturers of the countries thereof. The license to use HAR mark granted by any member of the aforementioned certification system entitles to provide cables with HAR mark recognized by all members of the Agreement with no further administration or other limitations. Obviously the HAR mark represents a competitive advantage within other than member states as well. A part of the license procedure is the assessment of manufacturer's quality system according to ISO 9002 at minimum. A manufacturer has to provide evidence about their ability to produce constant and permanent quality of cables with respect to conformity of cables to subject standards. Electrical Testing Institute (EZU) is a full member of this Agreement and competent to grant licenses for using the HAR mark. The EZU HAR mark (see the mark's illustration) is registered under the Mark Act.
The HAR Agreement covers a whole series of cables; the list of corresponding ENs and HDs is in permanent document PD 7 of the System.
The benefits of HAR Mark License are as follows :
- The system meets manufacturers' requirements - to test, certify and pay only once.
- No need to undergo repetitive certification within signatory member states of the agreement which implies a substantial cost and time savings when exporting to the system member countries.
- The system eliminates any national differences from European Standards.
- The mark is generally well known within the entire Europe and association of the HAR mark with ESC mark is rather beneficial since HAR mark requirements and ESC mark requirements are identical. The manufacturer get ESC mark free of charge if he asks for it.
- The product and the manufacturer are subject to regular inspections by a third independent party
- Manufacturer has a baseline available to issue a Declaration of Conformity as well as EC Declaration of Conformity in accordance with Act No. 22/97 Coll. (Governmental Order No. 168/97 Coll.) and pursuant to those Directives in force within European Union (Directive No. 73/23/EEC) - CE marking. If asked, client is provided with the draft of Declaration of Conformity and EC Declaration of Conformity free of charge according to Governmental Order No. 17/2003 Coll. In Czech Republic the cables then meet also the requirements of Governmental Order No. 163/2002 Coll.
EZU is the Notified Body No. 1014 for LVD European Directive as well - which means a great support for manufacturers and exporters to EU states.
How to proceed to obtain HAR mark license :
- Apply for the tests and certification of your product to gain HAR mark license. You can order through our standardized order form, letter, fax or by e-mail.
- Based on your order EZU will send you, unless made so beforehand already, information necessary about the system to ensure production according to HAR requirements.
- Furthermore, EZU will send you an Agreement with all necessary requirements needed (standards according to the certification will be performed, date, price, supportting documents required, inspection, control tests).
- Following confirmation of the Agreement the performance on the side of EZU and the Customer will follow.
- Assessment of manufacturer's Quality System aimed at manufacturing equipment, testing equipment of the manufacturer along with all the issues related to production quality checks.
- Make of tests of a cable type sample in conformity with EH or HD.
- EZU will issue HAR license certificate with complete assessment documents. These documents are in English.
The System includes carrying out of follow up checks by the certification body that the license has been issued by. It involves a regular auditing of the manufacturer's Quality System to be performed four times a year along with a routine testing of a representative sample taken from the cable production.
